The vicious cycle of low paying jobs.

On one hand the workers don't put much effort because there is too much pressure but the pay and resources aren't sufficient. On the other hand, the employer doesn't pay and spend much because the workers don't put much effort.

Another problem is a high turnover rate. Who wants to train a new person who is always going to be slow and ineffective in their beginning over and over? Wouldn't it be more effective to pay someone adequately, give them some benefits and create a more stable work environment by keeping them in the position for a long time?
