Of course. We are going to not educate children about how to keep them safe in event of a commonly occuring serious threat because...what reason?
People feel more confident when they are educated in how to handle various situations. If we did not hold fire drills for example. Because fires are "too scary" and we wanted to "shelter" kids from them. Think how much more terrified everyone would be and chaotic things would be at schools every single time the fire alarm went off. Instead...everyone knows to just line up and walk out.
