I have just heard this myself: the BBC reported what Orban said.

Whether Orban meant it, whether he quoted Trump correctly, whether he lied, is another matter - he made an allegation and that is what was reported.

Trump and Orbarn are political allies, hence Trumps visit to Hungary.

As a side note, when Trump was in office he withheld Congressionally approved military funding for Ukraine. Do you know why? Because he demanded that Ukraine open investigations in Biden and his kid. It was big news. And it was true.
