@AnthroKenji u would need to join windhelm from the start. Not going to whiterun to fight that first Dragon to get that shout to start the Dragon quest line

@AnthroKenji u couldn't go to high hrathgor or thraat of the world. Because u get shouts. But u could just pay to go to solstheim to fight that major boss there

@AnthroKenji not doing the dragon quest wouldn't change much at all. U still fight dragon's even after that main Dragon is killed

@AnthroKenji I only played the game twice. Without any powers u could do the wolf story a little. I've done that. Instead of joining the vampires join the dawnguard. U could do the war. Don't join whiterun with it. Join both colleges. U can do the thieves guild. Oh
