Yesterday when I was driving, the car behind me had these slow-flashing strobes within their headlights

I thought it might be an unmarked police car, signalling me to pull over, so I did and he just kept going, obviously not the police.

I thought lights like that were banned?

If those aren't illegal, they certainly should be, because it would be very easy, in fact, too easy for kidnappers to pull somebody over and just take them. That should be reported.
