Cam women wear the burka while in prison?

@MarineBob: I don't agree with burkas since they're not necessary but imposing a ban on them wouldn't fix anything and actually make those that choose to wear it feel marginalised. So long as it doesn't put anyone at risk, I don't see an issue with it.
