The serial about Narcos shows this hypothesis.
I don't see it like a madness to believe this possibility. You only have to consider the amount of dirty games the CIA did to avoid Communists in any close country. It was a real paranoia.

I don't think that it's impossible. But Robin Hood stole from the rich to give to the poor he didn't sell drugs to addicts to make money for himself and live in luxury.
