Why do people say jealousy can be a motivator for improvement, and is there really a difference between jealousy and inspiration?

How can you tell when you're being inspired by someone versus feeling jealous of them, and how do you shift from one to the other?
How can I improve my English? I am already in B2 level but I can't even speak or write a simple paragraph.
