Why are people so bothered by how a stranger chooses to dress in private?

How can I get a 100% fully funded scholarship as an international person in the USA, Canada, or the UK? I don't have any money to pay anything for it.
Does soliciting funds abroad give the impression that a nation is incapable of looking after its own needs?
