Is there a historical reason why people believe entry level jobs should pay more, or is it a relatively new expectation?

The situation concerning the Trump administration is getting increasingly absurd by the day. Can't the US Congress or judiciary do something about it, for the sake of the world as well as the US?
Why do some therapists choose not to explicitly discuss boundaries, and how can that impact the therapeutic relationship positively or negatively?
