What are good ways to communicate that you need personal space to a neighbor who doesn't pick up on hints?

Would you rather live in an apartment with a trashed interior but an amazing view, or with a flawless designer renovation but a view of a brick wall two meters from the window? Why?
Which is emotionally harder for you: sincerely asking for help and admitting your weakness, or firmly saying no to someone close to you when you simply don't have the resources to fulfill their request?
