Why do some people view illegal immigration as a bigger issue than other types of misdemeanors, and is that perspective fair?

Florida voters passed a Constitutional amendment in 2010 banning gerrymandering with 62% of the vote and the GOP just stole the courts and ignored. CA and VA passed with approval their voters in retaliation to things like this. Why steal elections?
