What should we make of the Iranian government's warnings of protests being a foreign plot led by Israel or President Donald Trump?

Why doesn't the American political system prevent idiots from governing a country as vast as the USA?
Will incidents like the ICE shooting in Minneapolis lead to more or less public support for the Trump administration's immigration enforcement efforts?
