How do countries like Canada and Australia manage to attract wealthy individuals despite having seemingly high tax rates?

Are there adults on Earth who cannot speak English fluently? I am under the impression that almost everyone speaks English.
I met a man begging at the robots and really connected with him and like him, what do I do? Should I forget about him or try and get to know him?
