Why do pro-Israel activists say that the "globalize the intifada" phrase risks inciting violence against Jews, but pro-Palestinian activists don't?

Why do dems keep calling people MAGAts when there is no MAGA? There's no leader, no bases of operation, no training, no organization, no funding. It's imaginary - it's just an idea and therefore poses no challenge to anyone.
