How can we increase the chances of passing gun control legislation when Democrats and Republicans are at odds?

Not a chance until the constitution is changed, limiting guns from those that shouldn't have them.

No congressional law can bypass the second amendment as is. Which is why any law is ineffective.

Ask why no FEDERAL law can be made regarding religion as well. The first amendment forbids it.

Yet a state could do just that. It's why this supreme Court left abortion up to the state.

Abortion is a religious issue. Nothing more.

You don't want religion in the states? Modify the first amendment to include the States.
