Why do some people view efforts to send flotillas to Gaza as leveraging Palestinian suffering for political goals?

If the government continues to allow genocide in Gaza, what concrete actions can we take to defend the rights of Palestinians and non-Zionist Jews, even if it means challenging the governments and putting our lives at risk?
