How did Trump's presidency affect the geopolitical landscape for Europe and its defense strategies?

Will the Democrats be able to shut down Trump's military deployment in Washington D.C.? Chuck Shumer is swearing to do so. Will he be successful? Can Democrats simply cut off funding for it, with a filibuster, and will that be effective?
I am 17 but I want to find the love of my life. I feel like in this generation it is hard and I worry that I won’t. What can I do?
