Why do politicians say in a moment like the Texas floods, Congress feels just as helpless as everyone else?

Why do Medicare and Medicaid changes fostered by the Big Beautiful Bill only take effect after the midterms, unlike tax cuts? Shouldn’t Republicans proudly display their efforts to the American people as soon as possible to help them win midterms?
