Why do some people take the high horse and hate recreational drugs to the extreme and to the max?

The overwhelming majority of Americans find it hilarious that now those on Medicaid need to do 80 hours per month of work and have eligiblity checks every 6 months to get healthcare. Why do those in the British Empire and France refuse to be like us?
