Generally speaking, I rarely think it's a smart idea, to take soldiers, trained to do their job, and force them to police (which is not what they were trained for).
So you are putting soldiers, into highly emotional situations, and asking them to do something they were not trained for... I can understand a need to do it at times of extreme emergencies... but it's never going to be ideal for anyone.
I haven't been following what is happening enough in California to say weather this is a correct emergency or an over reaction, other than to say it's Donald Trump... which usually means it's stupidity.
