How can you tell if you are dismissing someone's feelings or simply not understanding them correctly?

I know that it may sound like a conspiracy theory, but could the Trump administration be a ruse, an excuse to allow national governments all over the world to make the difficult decisions needed for commerce to recoup revenues lost through COVID?
