There is no way possible unless the whole government is in on it. This is what we have to watch very carefully. This is why the Constitution is set up the way it is. The legislative, and executive branches are equal, but in some ways the legislative branch is alittle above. The President and its administration of the United States cannot make any decisions on their own. It has to be approved by Congress. If there is a dispute between the 2, then the judicial branch comes into play to make the dicission final. The shit Trump and Biden both tried to pull can't happen. That's signing an executive order without Congresses aprovel.
