I have many thoughts and questions about it, and tbh, I'm not sure what to say about it, because to me it's such an odd perspective to me that seems based on some odd assumptions, not to mention why some people feel the way they do about it...so I have to think about it some more.

It's likely the "thousand cock stare" phrasing is supposed to be a kind of reference to the "thousand yard stare". But I think the idea itself isn't really about a specific stare or a look in the girl's eyes.
