Why did so many people choose to NOT evacuate Florida knowing that an horrible hurricane was coming?

They put the rescue people at risk, their pets and themselves. Why not just leave until it was over and safe to come back?

I think a lot don’t leave because they don’t have the financial means to go. But many underestimate what a hurricane will do in their area and think they can just ride it out. By the time they figure out that they can’t it’s too late to leave.
