As a former employee at a Homeless Shelter, I learned a few things about welfare and planned pregnancies from some of the residents there.
First, all medical expenses of those on welfare are paid by state run medical insurance. In my state, it's called Medicaid. Welfare mothers pay nothing for having babies.
Second, there is a welfare benefit called Aid for Dependent Children. The amount of money paid by the state to low income mother increases by the number of children they have.
I was told that Welfare mothers use pregnancies as a type of welfare fraud. If a welfare mother begins to run out of children under the age of 18, she gets pregnant again if she is capable of it. That way, she is ensured of money coming in every month until her last child is age 18.
