Two differences --
1) Arrogant people will use their belief in their abilities to justify bad strategy, whereas confident people will not (or are less likely to).
2) Arrogance is more overt than confidence is. Arrogant people are a lot more likely to explicitly state their superiority, whereas confident people merely project belief in their abilities through their actions -- namely by being decisive in selecting a course of action and following through with it.
It's an unclear line though and tbh I don't really have a thing for confidence in most situations.
