the referees refused to give me references what should I do?

I mean I contacted them and they said they were busy at the time and they didn't get back to me since?

If you know anyone else who didn't employ you but if familiar with your work, like a co-worker or a customer, ask them to write you references and explain to the prospective employer why you did it
