If I avoid eye contact with a crazy or dumb person will they leave me alone?

Not always. My wife and I were walking home the other night from this food truck thing, and this crazy guy who was swearing his head off started following us home, even after we took a detour to get away from him.

As someone who has traveled far and wide, avoidance can help, but if they want a piece bad enough there's no stopping them.
