You mean folk who's conditions even medication can't help? Maybe 10%-15% of the global mentally ill.
Given an estimated 13% of the world's population(1) has a mental illness, and that the current population is 7.9 billion(2) That would give a total mental illness pop of 1.027 billion!
So 10% of that maybe would be 100 mil or 1/3 the population of the US roughly.
