Is this for the base or the lampshade? Painting the lampshade will reduce the amount of light coming off of it, and essentially turn it into a spotlight. If that's what you're going for, that's fine, just something to be aware of.
Otherwise, I'd look for a plastic-safe spray primer (easy to find at the hardware store) and paint on top of that. Acrylic-based paint is plastic friendly, but if it's not primed first, it'll easily peel and flake off.

@FaeLuna plastic top & base, one if those desk lamps with bendable middles... like a spot lamp! No shade as such so won't obstruct the light... but yea will check out my local hardware store... thanks!

@BondGirl84 Oh, one of those lamps! Yeah, you should be fine. I would just be careful when spraying not to get it on the internal components. Take it apart if you can and just put it back together when you're done painting!
