My dogs used to bark a lot also. I purchased Barker Breaker collars for them, as a matter of courtesy for my neighbors. At that time in my life I lived in a townhouse condo, and we were far too close to one another for the barking to be acceptable.
The barker breaker collar is temporary, and is a training device that administers a tiny electric shock to the throat when the dog barks. It usually takes about four weeks before the dog learns to be quiet.
You might want to print out a copy of a the ad for Barker Breakers and mail it to your neighbor...and if the neighbor doesn't take the hint, you can try calling the police for a noisy nuisance and disturbing the peace.

He or she is anxious about something. Maybe something as simple as separation anxiety. When I worked in a hotel, and people left their dogs in the rooms, we had some that did that.

Is it bored barking? Or the barking at some animal that has invaded its territory?. I sometimes see my dog bark at the neighbor dog through the fence.

If a person screamed all day you would know something was wrong with their brains. The poor thing is being neglected.
