You mean: government and therefore taxpayers are paying for it all

Meaning in the end it’ll be split between men and women and the total cost will be higher because of the administrative overhead associated with the taxes and enforcement?

@chrisCA Not really, no. Men buy all sorts of household products -- sanitary or otherwise -- at similar rates to women and the government still considers them to reside firmly in the domain of the free market.
