The Russian influence is overplayed, but does exist. But it's not like "all Russians are doing this" it is more the type of political games played by the governments.
Honestly, you can safely assume that the governments of every major country are trying to influence every election on the planet that they can. There are just mixed levels of effectiveness.
Putin makes a good bogeyman because people see him as effective, even if they dislike his policies.
