I don't know if it's possible to actually get them physically thinner but you can tone them....running, walking, etc....get 'em tight as we like to say.

Swimming is really good for exercising all your muscles at the same time.
You burn lots of calories and fat.

Biking is a great way to tone your legs and ass, it’s low impact and takes you places.

You can’t target a particular area but you can lose fat overall By eating less
unfortuantely you can't really target/tell your body where to store to/use fat from.

tbh there's no silver bullet for weight loss and you can't really target one area. The main thing is your diet. Cardiovascular exercise can help too and you could do a leg workout regularly to tone your legs, but your diet is the really important thing.
