I suspect they're not testing and/or reporting. Since they share a border with China it seems highly unlikely a nation of 97 million has only 288 cases.

They were one of the first countries to ban flights to and from mainland China and they've employed aggressive contract tracing and other measures.

It seems to have been down to a prompt, strong and cohesive response, in a country that is also highly conformist and unified.
