Is it bad if your SO doesn’t want to quarantine together?

In New York, covid is so bad .. haven’t seen boyfriend of 10 years in 5 weeks because he says it’s dangerous. Does this sound legit or like an excuse ? He works from home. Wouldn’t you be hunkered down with your significant other? Asking this for my sister.

I understand why. If he's asymptomatic, he could give it to you.
However, the two of you should still be able to talk to each other.
