The only time the dogs (or cats) at the Anti-Cruelty are allowed loose is when they are being considered for adoption. When I went with my younger brother to pay the adoption fee (it was a birthday present) the proctor at the front desk released the wire doors and the puppies/dogs charged into the attached pen for public viewing. My brother stepped up to the wire and said, "Which one of you wants to come home with me?"
I really don't believe the people who run the shelter want everybody and their godmother in there. Any particular dog or puppy can turn on an adult or child, or a sick person can spread diseases or illness; same with a dog.
