Those are decisions that POTUS, and only POTUS, can make. He was saying that once so many others had done their jobs, then he supported them by doing his job, so that others could then do their jobs.

But what does it matter? Like so much of the world I have now reached the point where I no longer care. I am indifferent to the joke that was once a proud nation, and which now offers nothing except entertainment value.
