Yes, impeachment was designed intentionally as a political decision rather than one based on criminal offenses, because the founders of the US knew the law could be twisted by a dictator and would be too specific and slow to cover the myriad of offenses a malicious actor could commit using the broad powers of the executive branch. (they didn't want a leader that could find loopholes in the law in much the same way businesses find loopholes for taxes. They wanted a system where a president could be impeached for violating the voices of 'the better angels' of human nature)
Impeachment can be based on just behavior unbecoming the position of the presidency, and quite often it's attempts to cover up a noncriminal offence that solidifies an impeachment proceeding (eg Bill Clinton)
