What's the deal with "clowns"?

Why do people keep asking "Have you seen the clowns?" or whatever stuff about clowns?

Put them on the streets as an attraction then sold them for charity, made 167k! So they're doing it again next year with Knights. The elephants was the same sort of thing but in Sheffield.
