Establishments have an additional phone line as well as the one they use for the phone.

This second line is for Fax machines.
Machines that allow you to send documents of text and pictures via a machine looking like an old electric typewriter into which you dial the number of the place you want to send it to. Await a response. Then feed the documents through the machine which then 'photographs' it. Then sends the information (coded into Binary) along a telephone line to be received at the other end where their machine de-codes the info. into the original document.

Or something like that !

@Picklebobble2 I had a client who used only one phone line for her telephone and fax and would leave the fax plugged in when she was away so when you phoned her you would get the fax and that awful noise
