It's a pejorative term for a working class British subculture of people who the media became hysterical about in the mid-00s associating with antisocial loutish behaviour (fairly or not). Stereotype is dressed in flashy jewelry, sportswear, designer or imitation designer clothes, burberry caps, hoodies, etc.
