Don't know but I think those are people that you have blocked that have either cancelled their account or been banned.

People that have been blocked or muted previously but have deleted their account or accounts that have been banned. It is just an easier way to sort those folks and remove them from your blocked list to free up some if you have a lot of people blocked.
