It might be easier to get that done as a baby but I would have concerns about hoops. Tiny fingers can get caught in there and maybe even pull them out.
@SweetMae I see a lot of infant girls with studs in their ears but I don't think I have ever seen one with hoops. Maybe the mom put hoops in for the picture taking.
