It is indeed. And it comes with stipulations from the federal government, if you choose to accept it. Some faith-based schools have opted out, but nearly all continue to receive it, because without it, they would close.

Accepting Title IV funds requires a school to be in compliance with Title IX as well, and several faith-based schools are not on board with protecting certain students. @Budwick

Unless the lefties have twisted the meaning like they gotta let men into the womens bathroom or some other depraved leftist notion - I can't know why they would not be in compliance.
