How do you explain the feeling when someone is watching you and there is someone totally watching?

Idk science beside you go out and you get sun cancer

How do we know when someone is watching us and when we look back/around, there is some douchebag staring at us and sometimes even jacking off while looking at us

Next time you're alone, just stop what you're doing for a moment and say "I know you're watching me." If there is someone, it'll freak them out.
