Over, and it Does Matter if you don't want to sit there forever trying to finagle the paper from UNDERneath.
My grandmother, who would squeeze a nickel till the buffalo screamed, told me that when you put on a new roll you are supposed to crush the roll so the cardboard is folded. That way the paper comes off really slow...even slower than the UNDER mount method, AND it causes the paper to break off after you have 2 or 3 sheets. Of single ply, of course....😜
