How strict are the marijuana laws where you are?

It's extremely strict. Police officers have the authority to stop anyone on the street and test them for drug use (don't try to argue your rights cause it won't work). The most commonly used test is the hair follicle test (I actually had been stopped randomly and was asked to do this). I was free to go after the testing.)

It doesn't matter where you took the drug too. Since I am a South Korean citizen, I can't go to a place where it's legal to smoke and smoke. I can get arrested and put to jail for up to 5 years (not including being detained until charges are pressed). Including a fine of 50 million won (which is about 45,000 dollars)

Even amphetamines and opiates are illegal.

Canada is about to legalize recreational use, so almost as loose as rules around smoking and alcohol.
