There have been some interesting social experiments along this line. It's surprising how many people will cross all kinds of lines with a little nudge and some peer pressure. I think the answer to this question is a curve plotted against the intensity level of the situation. In a low stress environment almost all are trustworthy, as the stakes are raised that percentage begins to fall off.

That's a good question.
It would depend on the level of trust, and with who, but I'd say about 40% are inherently trustworthy. A lot of countries have corruption built in to them.

A solid 30% no matter the given situation... And then I'd say up to a maximum of 60% given the right conditions and easier situations..
